OFFICE BUILDING CLASSIFICATION
 
Business centers, administration buildings and premises are usually classified into 3 main groups: highest class buildings are called A class office buildings, medium – B class, lowest quality – C class. B class office premises are usually divided into smaller groups – B1 (B+) or B.

Office premises are classified according to real estate market’s steady requirements for office buildings in considering international experience. Office building classification is similar to hotel classification according to stars.
 
Office buildings are evaluated in accordance with these main criteria:
·        Construction year;
·        Building location and architectural solutions;
·        Car parking space and type;
·        Engineering infrastructure;
·        Installation level;
·        Additional rendered services.
Requirements for A class office premises in accordance with chosen criteria
In accordance with construction year:
·        New construction building;
·        Reconstructed building in the city centre and which has the changed engineering networks;
·        Substantially reconstructed building – changed internal spatial planning, renewed building façade, changed engineering, communication and other networks.
In accordance with the building location and architectural solutions:
·        Unique architectural project;
·        Prestigious location in the city;
·        Convenient communication with personal and public transport.
In accordance with engineering infrastructure:
·        Unlimited connection line number;
·        Fire protection and security alarm as well as fire extinguishing equipment;
·        Physical building entrance control all day;
·        Possibility to access own work space all day;
·        Air conditioning system;
·        Autonomous heating with temperature regulation in separate premises
·        Elevator must be set up if the building has at least 4 floors (with a basement, utility
rooms and underground parking lot)
In accordance with car parking location and type:
·        Underground and above-ground car parking lots;
·        Direct access into the building from the underground parking lot;
·        Depending on set up car parking space in the lot which belongs to the building and building overall area ratio, 1 car parking space must get not not more than 100sqm of leasable area
In accordance with installation level:
·        Modern, medium and high quality facade and decoration material;
·        Adaptive planning premises.
In accordance with additional rendered services:
·        Building administration;
·        Maintenance and upkeep of the building’s constructions and engineering system;
·        Physical security of the building all day;
·        Lighting of the entire building and its surroundings;
·        Common premise, territory cleaning and maintenance;
·        Refuse collection;
·        Building insurance;
·        Dining facility;
·        Conference hall and equipment;

Requirements for B+ class office premises in accordance with chosen criteria
In accordance with construction year:
·        building of new construction;
·        Reconstructed building in the city centre and which has the changed engineering networks;
·        Substantially reconstructed building – changed internal spatial planning, renewed building façade, changed engineering, communication and other networks.
In accordance with building location and architectural solutions:
·        Good communication by personal and public transport.
In accordance with engineering infrastructure:
·        Unlimited connection line number;
·        Fire protection and security alarm;
·        Physical building entrance control during a workday;
·        Video security of the building during workday;
·        Possibility to access own work space all day;
·        Air conditioning system;
·        Autonomous heating with temperature regulation in separate premises;
·        Elevator must be set up if the building has at least 5 floors (with a basement, utility rooms and underground parking lot);
In accordance with car parking location and type:
·        Depending on set up car parking space in the lot which belongs to the building and building overall area ratio, 1 car parking space must get not more than 130 sqm of leasable area
In accordance with installation level:
·        Modern, medium and high quality facade and decoration material;
·        Adaptive planning premises.
In accordance with additional rendered services:
·        Building administration
·        Maintenance and upkeep of the building’s constructions and engineering system;

Requirements for B class office premises in accordance with chosen criteria
In accordance with construction year:
·        Partially reconstructed building. Renewed engineering network, internal layout;
·        Renovated building. Changed engineering networks, renovated facade and internal premises.
In accordance with building location and architectural solutions:
·        Average communication by personal and public transport;
·        May be a multiple architectural solution.
In accordance with engineering infrastructure:
·        Unlimited connection line number
·        Fire protection and security alarm;
·        Possibility to access own work space all day;
·        Forcible air conditioning system with natural conditioning possibility;
·        Central heating temperature regulation in separate premises;
·        Elevator must be set up if the building has at least 5 floors (with a basement, utility rooms and underground parking lot);
In accordance with car parking location and type:
·        Depending on set up car parking space in the lot which belongs to the building and building overall area ratio, 1 car parking space must get not more than 160 sqm of leasable area.
In accordance with installation level:
·        Modern, medium quality facade and internal decoration material;
·        Adaptive or partially adaptive planning premises.
In accordance with additional rendered services:
·        Building administration;
·        Maintenance and upkeep of the building’s constructions and engineering system constructions and engineering system maintenance;
·        Lighting of the entire building and its surroundings;
·        Refuse collection;
·        Building insurance;
·        Dining facility;
·        Internet.
Requirements for C class office premises in accordance with chosen criteria
In accordance with construction year:
·        Building of old construction. May be reconstructed but not renovated and inapplicable to modern technical functional requirements to office buildings
In accordance with building location and architectural solutions:
·        Far away from the city centre;
·        Inconvenient communication by public transport.
In accordance with engineering infrastructure:
·        A possibility to set up unlimited number of connection lines;
·        General requirements, not requirements for residential purpose buildings;
In accordance with car parking location and type:
·        Depending on set up car parking space in the lot which belongs to the building and building overall area ratio, 1 car parking space may get not more than 160 sqm of leasable area.
In accordance with installation level:
·        Invariable premise planning;
·        Medium and lower quality facade and internal decoration material
In accordance with additional rendered services:
·        Building administration;
·        Maintenance and upkeep of the building’s constructions and engineering system constructions and engineering system maintenance;
·        Refuse collection;
·        Building insurance;
·        Internet.
 
When evaluating office centre class, 17 criteria must be assessed. Office buildings that meet at least 14 assessment criteria out of 17 are assigned to A class. B class office building must meet no less than 10 assessment criteria out of 17 and C class office building – not more than 6 criteria out of 17.
 
Criteria:
1. Newly constructed or extensively reconstructed building.
2. Good building location in an existing and/or future active business zone, convenient access, well developed communication infrastructure.
3. Effective, Adaptive planning of building floors (column construction); this criteria is obligatory for a building of new construction.
4. Loss factor (useful or rentable area, calculated according to BOMA standards, ratio) – not more than 15%.
5. Large and spacious ca parking lot; 1 car parking space (in underground and over ground parking lots) per not less than 30 m2 of rented office.
6. High quality standard building facade and general purpose premise decoration, modern engineering systems of the building, priority for the building management system (BMS – Building Management System) – it is a system which allows to manage the engineering systems of the building, observe and automatically archive the most necessary information, send messages about alteration of present system operations of the building and use of energetic resources in actual time.
7. Modern, good quality building windows, rational distribution of the windows.
8. Suspended ceiling.
9. Floor depth from window to window – not more than 18-20 m. In the buildings of circular or ellipse shape floor depth – not more than 18-20 m.
10. Height from the floor to the suspended ceiling – 2.7 m on an average.
11. Air conditioning system, controlling the inside premise heat, refrigeration and air irrigation according to the European HVAC standards.
12. 3 jack box for telephone, electricity and computer wires or raised floor (or possibility to set them up).
13. Modern, high-speed elevators the maximum waiting interval of which is about 30 s.
14. Professional building telecommunication connection provider.
15. Professional building management.
16. Modern alarm system and an entrance control.
17. A cafeteria for building employees and other services.
